I believe the licensing authorities are managed by the state of Curaçao. They basically provide the permissions to sell licenses. Anyway, I'm not sure what's the current state, but I've heard there should be only 1 Curaçao licensing authority which should be directed by the Curaçao government instead of the companies.

As I still haven't had any satisfactory answers from the competent authorities, I'm going to contact the Curacao Gaming Control Board, I found their site by searching on the net.
Has anyone had contact with them yet?
It says on their contact form that they don't deal with complaints yet, but that you can file them. I'll give it a try and let you know!
